从公司名推断可能的进出口主体，检索海关记录并汇总 Top 匹配主体。完成后可将 top_subjects[].matched_id 用于「海关企业档案」接口。

创建时不扣费（credits_charged=0），任务 completed 后按实际扣费（约 15 积分）。创建后每 2–5 秒 GET 一次轮询。
